Every two years, the Northern Latgale town of Balvi gathers folk groups for the Lipa Kust international folklore festival. Hosted by the Upīte ensemble, it brings dance, song, storytelling, and an old-style strength race, in a celebration that connects Latgale's pagan and Catholic heritage through living folk culture.
