Carnival culture is relatively recent in Budva (since early 2000s), modeled on Balkan carnival traditions. It reflects the community’s festive spirit and creativity in costume-making, rather than a historic religious carnival (like Mardi Gras). Nevertheless, it has strong local character through involvement of local groups and the hometown theme.
