Through the winter, the port of Dunkirk throws itself into a carnival born from its fishing past, peaking in three wild days before Lent. Costumed revelers link arms in great surging crowds, and from the town hall balcony officials fling smoked herring to the masses below, in one of France's most riotous traditions.
