Twice each December, the Dutch town of Deventer turns its old Bergkwartier district into a 19th-century English town straight from the novels of Charles Dickens. More than nine hundred costumed characters bring street theatre and carols to life, in a beloved festival, begun in 1991, that draws thousands into a living storybook.
