With its de facto capital in Simferopol, the festival is organized to preserve the traditions of the Zaporozhian Cossacks and Don Cossacks who settled in Crimea. Its name "Tulumbasy" refers to local legends of Cossack heroes. The festival fosters community identity among descendants of Cossacks and educates younger generations on their customs.
Traditional greetings (handshake and formal salute) are used among Cossack participants. Visitors should not stray into performance areas.
