Each August bank holiday, the Cardiff Bay district of Butetown, the old Tiger Bay, fills with the color of its carnival. Parades, music, and dance celebrate the African-Caribbean, Welsh, and immigrant heritage of one of Britain's most diverse dockland communities, in a festival rooted in the 1960s.
